Cycling South Africa is pleased to release the 2010 licensing procedure and guideline document. Major changes from 2009 into 2010: 1. Removal of the Recreational Licence 2. Minimum licence requirement for participation in events change from: 2009 – Club Membership or Day Licence to 2010 – Cyclosport Licence or Day Licence Riders are still required to join an affiliate or club to obtain a Cyclosport license 3. The full RACING LICENSE is only required for UCI registered events. 4. The JUNIOR LICENSE. Junior riders 18 years and under (born 1992 and onwards) and intending to ride in timed cycling events as per adult regulations must procure a Junior License. The Junior License carries the combined benefit of a Cyclosport and Racing License. 1. Cost is R35 2. They would have to comply with UCI-governed restrictions, where applicable per discipline, in gear ratio's in all events – monitored and controlled by the relevant affiliate's officials 3. This license is administrative in nature to ensure that these riders can enjoy seeding, ranking and racing log privileges. 4. Junior riders can apply for the Junior License via their club, affiliate or CSA.
5. Development Licences are removed 1. All development riders may apply for a Racing or Cyclosport Licence via a recognized development program or affiliated cycling club, at no charge 6. ALL licenses are multi-disciplinary. 7. The CYCLOSPORT License is only available to riders who were born in 1991 and before. (19 years of age and older) 8. All timed cycling events require the participant to carry a license. Participation in EVENTS Participation in the following cycling events will be subject to Licensing Regulations and require the participant to be in possession of any of the recognized Cycling SA licences: 1. Timed MTB and Road events of any distance 2. BMX Events 3. Track Cycling Events 4. Provincial Championship events – all disciplines 5. National Championship events – all disciplines 6. Stage /Multi-day Events – Road and MTB EXEMPT EVENT TYPES Affiliates may waive Licence Requirements where an event is deemed of a developmental status - Typically these events could include: 1. All Youth Cycling Events (for riders born 1994 and later) 2. BMX fun races 3. Track Cycling developmental events 4. Events with a focus on identifying talent 5. Non-timed cycling events All events must still adhere to all RELEVANT registration and sanctioning requirements. Exempt status is granted, after due application to the affiliate, AND the relevant Cycling SA commission, and therefore never implied. Cycling SA reserves the right to query and revoke such status at any time prior to such an event. LICENCING procedure for 2010 1 Licensing for 2010 will commence on December 7, 2009 and will use MYRACE as host Platform. 2 2009 Licences will be valid until 31 January 2010 3 Riders are encouraged to renew their club membership, or join a club, as soon as possible 4 Clubs will be invited to register on the Myrace system from November 16th 5 Riders directly affiliated (and paid up) with PPA and CGC will automatically hold a Cyclosport status as their licence fees will be paid over to Cycling SA directly by the affiliate. Licence Types For 2010, four license types are available: 1. RACING LICENCE 2. CYCLOSPORT LICENCE 3. JUNIOR LICENSE 4. DAY LICENCE RACING LICENCE Available to a person who belongs to: 1. a cycling club duly recognised by an affiliate or; 2. an affiliate It allows the holder into: 1. UCI registered events, or events where a specific category carries UCI sanctioning 2. National or Provincial Championship/Series 3. ANY discipline 4. AND be eligible to receive provincial AND national colours 5. WHILST being eligible for seeding and starting in seeded groups – BUT still based on ability The RACING LICENCE does not: 1. substitute seeding, i.e. a “poor” seeding is not going to provide a rider an early start in any event 2. override the criteria set out by the relevant discipline. (BMX might require a rider to belong to a BMX club). RACING LICENCE R300 and is aimed at top level riders who intend participating in National championships and UCI-type events. Juniors will pay R35 for the same type of licence and no charge will be levied to Development Riders. CYCLOSPORT LICENCE The cost is R75 and is suitable for the bulk of the South African riding public, provided they are members of recognised clubs or affiliates of Cycling SA, and allows the holder to: 1. Participate in CSA sanctioned events 2. In any discipline, and 3. may be eligible for seeding and starting in seeded groups based on ability, with emphasis on the fact that the rider adheres to the respective pre-entry requirements of the event. (i.e. not expect automatic seeding when doing a late entry) The CYCLOSPORT LICENCE does not: 1. Substitute seeding 2. Override the criteria set out by the relevant cycling discipline 3. Make the rider eligible to receive provincial or national colours JUNIOR LICENCE The cost is R35 and carries all benefits of a CYCLOSPORT and RACING LICENSE and allows the holder to: 1. Participate in CSA sanctioned events in any discipline 2. be eligible for seeding and starting in seeded groups based on ability, with emphasis on the fact that the rider adheres to the respective pre-entry requirements of the event. (i.e. not expect automatic seeding when doing a late entry) The JUNIOR LICENCE does not: 1. Substitute seeding 2. Override the criteria set out by the relevant cycling discipline DAY LICENCE Any person who wishes to participate in any of the above events but who is not in possession of a CYCLOSPORT or RACING LICENCE must take out a DAY LICENCE AT OR PRIOR TO THE EVENT, FOR THE EVENT. A DAY licence is available to any person and affiliation to a cycling club or affiliate is not required.
It allows the holder to: 1. Participate in Cycling SA sanctioned events 2. Participate in the discipline of his/her choice 3. Qualify for seeding, with emphasis on the fact that the rider adheres to the respective pre-entry requirements of the event. (i.e. not expect seeding when doing a late entry) The DAY LICENCE does not: 1. Override the criteria set out by the respective cycling discipline 2. Make the rider eligible to receive provincial or national colours THE 2010 DAY LICENCE costs R35 and is suitable for riders who do not participate on a regular basis. There is no charge for Development Riders who enter events via recognized development programs or clubs.
